Notes on racing rules at Nevada Yacht Club
There are no such thing as hosue rules. All racing rules are compliant with US Sailing RRS. Maybe in the past people have let thing slide in the interest of keeping racing fun. That can have negative consequences. This is stated in the Sailing instructions.

US Sailing Racing Rules
NYC uses US Sailing 2017-2020 racing rules. A copy of the rule book is given with a US Sailing membership. A rule book can be bought online. A close copy is the worls sailing rules online

"Understanding the Racing Rules through 2020"
The straight rule book doesn't talk you through interpretation of the rules. It needs to be explained. Mr. Perry does an excellent job of explaining how the rules work and why.

Protest
All must be handled in accordance with US sailing RRS. An example of a proper protest:
Boat A is on starboard going upwind. Boat B is on port does not yield. Boat A then has to alter course to avoid collision. Boat A must fly a red protest flag. Boat B may exonerate its self on the water by performing a 720 at earliest opportunity. If boat B does not do a 720. Boat A must announce "Protest" better use the sail number "Protest 1775". A written protest form must be filed withing two hours after the committer boat is back at the marina. The time can be extended by discretion of the protest committee (PC). If there is a protest then a protest committee has to be formed with knowledgeable disinterested parties. Following is a link to the protest form.
